CMMC cost estimator

What a CMMC assessment costs by DoD's own estimate, from the cost tables it published with the final rule. Pick your size and path, see the Level 1, Level 2 or C3PAO figure split into one-time and recurring, and type your own quotes beside DoD's lines.

What the Phase 2 suspension changes for your budget

DoD wrote its estimates for a program that would add the third-party Level 2 (C3PAO) assessment to contracts in Phase 2. That step is suspended, so the two paths marked “Suspended today” in the estimator are what a contract would have asked for, not what contracts are adding now (a shop can still price a C3PAO it books by choice; see the FAQ). Here is what binds as of the date on the box:

Status as of 2026-10-23
In force today
DFARS 252.204-7012 still applies: NIST SP 800-171 Rev 2 on systems that hold covered defense information, cyber incidents reported to DoD within 72 hours, and FedRAMP Moderate or equivalent for any cloud that holds it. DFARS 252.204-7012(b)(2), (c)
Contracts may require CMMC Level 1 (Self) or Level 2 (Self): your own assessment, scored and entered in SPRS, with a senior official's affirmation. Class Deviation 2026-O0025 Rev 3; 32 CFR 170.15, 170.16
The CMMC rule itself, 32 CFR Part 170, is unchanged since it took effect on 2024-12-16. eCFR, 32 CFR Part 170
Suspended
Phase 2, due in November 2026, is suspended for every contractor, whatever its size: contracts are not adding the third-party Level 2 (C3PAO) or Level 3 (DIBCAC) requirements. DoW CIO memo of 2026-07-13, applied by Class Deviation 2026-O0025 Rev 3
Existing contracts that carry CMMC requirements have them removed at the next option period or the next scheduled administrative modification. Class Deviation 2026-O0025 Rev 3
Not yet known
The outcome of the CMMC Reform Task Force review is not confirmed as of 2026-10-23: no report or rule change has been published. Federal Register search, 2026-10-23
DoD's 2026 Regulatory Plan lists an interim final rule amending 32 CFR Part 170 (RIN 0790-AM01) to set a deadline and transition from NIST SP 800-171 Rev 2 to Rev 3. It was timetabled for July 2026 and has not been published as of 2026-10-23. 91 FR 52824

For budgeting, that leaves two live lines: the Level 1 (Self) or Level 2 (Self) assessment a contract may still require, and the NIST SP 800-171 Rev 2 work DFARS 252.204-7012 has required all along. The second one is the line DoD's estimate does not cover. If you are not sure which level your contracts carry, the CMMC level finder walks the clauses, and the CMMC status page tracks the reform.

What DoD counted, and what it left out

DoD's numbers price four things: getting ready for the assessment, sitting it, reporting the result into SPRS, and the senior official's affirmation. They do not price becoming compliant. For Levels 1 and 2 DoD treated that as money already spent:

From the final rule
DoD did not consider the cost of implementing the security requirements themselves because implementation is already required by FAR clause 52.204-21, effective June 15, 2016, and by DFARS clause 252.204-7012, requiring implementation by Dec. 31, 2017, respectively; therefore, the costs of implementing the security requirements for CMMC Levels 1 and 2 should already have been incurred and are not attributed to this rule.
89 FR 83179, Assumptions

So the estimator has one line DoD left blank, “Implementing the requirements”. That is where a shop that has not finished its 110 requirements puts its enclave, its tools and its remediation quotes. Score where you stand first with the SPRS score calculator; the gap list it gives you is what that line has to pay for.

Three more assumptions sit under every figure:

  • You pass first time. “Assessment costs assume the OSA passes the assessment on the first attempt (conditional--with an allowable POA&M or final)” (89 FR 83179). A failed assessment and a second visit are not in the number.
  • A small shop buys help. DoD assumed small entities “are likely to outsource IT and cybersecurity to an External Service Provider (ESP)” and priced that outside help at $260.28 an hour, the same rate it used for an assessor (Table 13).
  • Staff time is loaded. “A factor estimate of 30 percent was added to the labor rate per hour” for fringe and employee-related expenses (89 FR 83180). The director's hour is $190.52.

Level 3 is the exception: it is the one level where DoD did price the security work, because the NIST SP 800-172 requirements it adds were new. Even then, the rule is plain that the bill stacks:

From the final rule
The OSC should keep in mind that the total cost of a Level 3 certification assessment includes the cost of a Level 2 certification assessment as well as the costs to implement and assess the security requirements specific to Level 3.
89 FR 83187, Level 3 costs

The estimator adds the Level 2 (C3PAO) cycle to every Level 3 figure for that reason.

How to use the cost estimator

  1. 01Pick your size. Small means you meet the SBA size standard for your industry under 13 CFR 121.201; DoD used Table 10 for small entities and Table 9 for everyone else.
  2. 02Pick the path your contract names. DFARS 252.204-7021 states it as Level 1 (Self), Level 2 (Self), Level 2 (C3PAO) or Level 3 (DIBCAC). A subcontractor that handles CUI needs at least Level 2 (Self); one that handles only FCI, Level 1 (Self) (32 CFR 170.23).
  3. 03Count your assessment scopes. DoD priced one contractor information system per company. Most small shops have one enclave or one network; enter more only if you run separately assessed systems.
  4. 04Type your quotes. Put each quote you hold beside DoD's line: a consultant's prep fee, an assessor's quote, your own hours. The difference column shows where you sit against DoD's assumption.

Every figure is DoD's, in 2023 dollars, from the cost analysis published with the CMMC Program final rule. The page shows no vendor, consultant or assessor price; those are yours to collect and type in.

Worked example: a 40-person machine shop, six years

A small shop machines brackets for a prime and keeps the drawings in one enclave. Its prime has asked about CMMC Level 2. Here is what DoD's own tables say the two Level 2 paths cost that shop over two 3-year cycles.

Worked example
Level 2 (Self) and Level 2 (C3PAO) for a small shop, DoD figures, 2023 dollars
Small business, one systemLevel 2 (Self)Level 2 (C3PAO)
Director hours per cycle (MGMT5)52 h122 h
Outside help hours per cycle (ESP)88 h176 h
Assessor hours per cycle (C3PAO)none120 h
Assessment year$34,278$101,752
Each year between$1,459$1,459
Six years, two cycles$74,392$209,340

The certified path costs $134,948 more over six years. Only $62,468 of that is the assessor: DoD priced the C3PAO engagement at 120 hours of a 3-person team at $260.28, or $31,234 a cycle. The other $72,480 is the shop's own extra preparation, the director's hours and the outside help it buys to get through a third-party visit. DoD's narrative rounds the self-assessment year to $34,277; the table's phases add to $34,278.

Note

Today the shop's contract can ask for Level 2 (Self) and not the C3PAO path, while Phase 2 is suspended. Neither figure includes closing its gaps. If the SPRS score is not yet 110, the money that matters most is in the line DoD left blank; a POA&M and a system security plan are where that work is written down.

What DoD assumed a C3PAO costs

DoD did not survey assessor prices. It priced the engagement as hours at one rate, $260.28 an hour for a “Cyber Subject Matter Expert” with four years' experience, a rate that includes “the labor rate, overhead expense, G&A expense, and profit” (Tables 12 and 13):

Small business

$31,234

3-person team, 120 hours, phases 1 to 3

Other than small

$52,056

5-person team, 200 hours, phases 1 to 3

From the final rule
CMMC cost estimates are derived estimates based on internal expertise and public feedback in accordance with OMB Circular A-4 and are representative of average assessment efforts not actual prices of C3PAO services available in the marketplace. Market forces of supply and demand will determine C3PAO pricing for CMMC Level 2 certification assessments.
89 FR 83152, response to comments on cost

Treat the figure as a yardstick for a quote, not a price list. The estimator shows it under its “Conduct the assessment” row; the rest of that row is your own staff and outside help during the visit, so set an assessor's quote against the C3PAO part, not the whole row. Who may assess you, and who may not because they helped you prepare, is covered in what a C3PAO is and the CMMC consultants compare.

DoD's two tables, as published

These are the per-assessment tables the estimator reads, from the cost analysis DoD printed with the CMMC Program final rule on 2024-10-15 (89 FR 83092). DoD costed everything in 2023 dollars and counted one assessed system per company. Table 9 prints the Level 3 total as $44,444; the narrative beside it adds the same parts to $44,445.

Questions about CMMC cost

Questions
How much does CMMC certification cost?
DoD's own estimate for a small business is $104,670 per 3-year Level 2 (C3PAO) cycle, including $31,234 for the assessor, and $117,768 for a company that is not small, in 2023 dollars (89 FR 83178, Tables 9 and 10). That covers preparing, the assessment, reporting and affirmations, not becoming compliant.
What does a CMMC Level 1 or Level 2 self-assessment cost?
Level 1 (Self): $5,977 a year for a small business, $4,042 otherwise. Level 2 (Self): $37,196 per 3 years for a small business, $48,827 otherwise. These are the two paths a contract may still require while Phase 2 is suspended. Why a small shop's Level 1 figure runs higher is in CMMC requirements for small businesses.
Does DoD's figure include getting compliant with NIST SP 800-171?
No. For Levels 1 and 2 the estimates “do not include the cost to implement (Non-recurring Engineering Costs (NRE)) or maintenance costs (Recurring Engineering (RE)) associated with the security requirements prescribed in current regulations” (89 FR 83179). Put your remediation quotes in the estimator's “Implementing the requirements” line.
Is a Level 2 C3PAO assessment required right now?
Contracts are not adding it: the November 2026 Phase 2 transition is suspended and Class Deviation 2026-O0025 Rev 3 has contracting officers remove or revise CMMC requirements in line with that. The status box on this page carries the current wording and its date; the CMMC status page follows the reform. Required is not the same as available: The Cyber AB said on 2026-07-15 that only the Phase 2 requirements were suspended and that C3PAO Level 2 certification assessments remain available. The class deviation is silent on voluntary assessments, so ask the C3PAO what it is booking now and what status it will enter in eMASS.
Why are the numbers in 2023 dollars?
DoD costed the rule “for a 20-year horizon in 2023 dollars” (89 FR 83176), and its per-assessment tables use the same base. The page does not inflate them; a quote you collect today is in today's dollars.
What does CMMC Level 3 cost a small company?
DoD put the Level 3 assessment at $12,802 per 3 years for a small entity, on top of the Level 2 (C3PAO) assessment it requires first, plus $2,700,000 of nonrecurring and $490,000 a year of recurring engineering for the NIST SP 800-172 requirements (89 FR 83188). Level 3 is part of the suspended Phase 2.
Can I charge the cost to my DoD contract?
The rule leaves that where it was: “The CMMC rule does not make any change to cost allowability as defined in the FAR 31.201-2 Determining Allowability” (89 FR 83150). Ask your contracting officer how your contract type treats it.

Small shop working out where to start? The CMMC requirements for small business guide lays out the order, and the scoping worksheet shrinks what an assessment has to cover. In DoD's words, “the size and complexity of the network within the scope of the assessment impacts the costs as well” (89 FR 83152).
