CMMC status today: Phase 2 suspended, what still applies
Published 2026-10-23, 11 min read

- In force today
- DFARS 252.204-7012 still applies: NIST SP 800-171 Rev 2 on systems that hold covered defense information, cyber incidents reported to DoD within 72 hours, and FedRAMP Moderate or equivalent for any cloud that holds it. DFARS 252.204-7012(b)(2), (c)
- Contracts may require CMMC Level 1 (Self) or Level 2 (Self): your own assessment, scored and entered in SPRS, with a senior official's affirmation. Class Deviation 2026-O0025 Rev 3; 32 CFR 170.15, 170.16
- The CMMC rule itself, 32 CFR Part 170, is unchanged since it took effect on 2024-12-16. eCFR, 32 CFR Part 170
- Suspended
- Phase 2, due in November 2026, is suspended for every contractor, whatever its size: contracts are not adding the third-party Level 2 (C3PAO) or Level 3 (DIBCAC) requirements. DoW CIO memo of 2026-07-13, applied by Class Deviation 2026-O0025 Rev 3
- Existing contracts that carry CMMC requirements have them removed at the next option period or the next scheduled administrative modification. Class Deviation 2026-O0025 Rev 3
- Not yet known
- The outcome of the CMMC Reform Task Force review is not confirmed as of 2026-10-23: no report or rule change has been published. Federal Register search, 2026-10-23
- DoD's 2026 Regulatory Plan lists an interim final rule amending 32 CFR Part 170 (RIN 0790-AM01) to set a deadline and transition from NIST SP 800-171 Rev 2 to Rev 3. It was timetabled for July 2026 and has not been published as of 2026-10-23. 91 FR 52824

The short answer
In force
Began 2025-11-10
Level 1 (Self) or Level 2 (Self) in new contracts
Suspended
Was due 2026-11-10
Level 2 (C3PAO) and, at DoD's discretion, Level 3 (DIBCAC)
Not confirmed
As written, 2027-11-10
Level 2 (C3PAO) on all applicable contracts and options
Not confirmed
As written, 2028-11-10
Full implementation, older contracts' options included
Part 170 was written to bring in third-party assessments one phase a year. Phase 1 arrived on schedule. Phase 2, the step that would have started putting Level 2 (C3PAO) certification into contracts, was suspended on 2026-07-13, four months before it was due. The order reached contracting officers through a class deviation, so it changes what new contracts ask for and what old ones keep, not the rule itself.
For a small shop that holds CUI, the practical answer has three parts. The NIST SP 800-171 work is still owed under DFARS 252.204-7012. A contract may still ask for a Level 1 or Level 2 self-assessment. And no contract should be adding a C3PAO certification while the suspension stands. If you are not sure which of these your own contracts carry, read your contract below, or start with which CMMC level you need.

Two rows deserve a second look. The rule itself, Part 170, has not changed: the suspension works through the contract clauses, not by rewriting the rule. And the July 2026 interim rule on DoD's regulatory plan, the one that would move CMMC to NIST SP 800-171 Rev 3, has not appeared in the Federal Register. Until it does, Rev 2 is the version you are assessed against; CMMC vs NIST SP 800-171 explains how the two fit.

What binds today, rule by rule
"CMMC is paused" is the headline, and it is the wrong takeaway for a shop that holds CUI. What paused is the third-party step. The cybersecurity work it was meant to check was already a contract requirement, and it still is.

Note what the second bullet does. It names DFARS 7012 as the baseline, so the 110 requirements stay the measure of a CUI system whether or not anyone outside the company checks them. What 7012 asks, line by line, is in DFARS 252.204-7012 explained; how the SPRS clauses work is in DFARS 7019 and 7020.
Read your own contract
The suspension is applied contract by contract, so the answer for your shop is in your paperwork, not in the news. Look in the clause list of each contract, order and open solicitation for the numbers below, then pick the line that matches.
- What you owe today
- DFARS 252.204-7012: NIST SP 800-171 Rev 2 on the systems that hold covered defense information, incidents reported within 72 hours, FedRAMP Moderate or equivalent for any cloud that holds it.
- A current SPRS score, not more than 3 years old, if the contract or bid carries DFARS 252.204-7019 or -7020.
- The same 7012 clause, unaltered, in every subcontract whose work involves covered defense information (7012(m)).
- What the suspension changes
- Nothing. The suspension leaves 7012 in place and names it as the baseline.
- Watch for
- The Part 170 amendment on DoD's 2026 Regulatory Plan (RIN 0790-AM01), which would set a move from Rev 2 to Rev 3. Not published as of 2026-10-23.
A solicitation that will ask for a CMMC level also carries the notice provision DFARS 252.204-7025, so you see the level before you bid. If a prime flows a CMMC level down to you, the level it may ask for depends on what it sends you: FCI only means Level 1 (Self), CUI means Level 2 (Self) at minimum. The split is explained in FCI vs CUI.
What a small shop should do this quarter
A pause is a good quarter to do the unglamorous work, because nothing on this list waits on the suspension. It is ordered so the cheap checks come first: weeks 1 and 2 tell you which contracts matter, and the rest is the clause work that a C3PAO checks anyway.

A Conditional Level 2 status needs a score of at least 88 of 110; the POA&M builder shows which gaps may wait on a plan and which may not. To put a number on the work, the CMMC cost estimator uses DoD's own figures.
What would change this status
Six things can move the status, and each leaves a document behind. We read all six when one moves and once a month when none does. When one moves, the status box at the top of this page changes first, and every page on this site that states a CMMC rule shows that same box.

Questions about the suspension
Is CMMC cancelled?
No. Part 170 has not been amended since it took effect on 2024-12-16 (eCFR, current to 2026-10-21), and contracts may still require Level 1 (Self) or Level 2 (Self). What is suspended is Phase 2, the step that would have added third-party Level 2 (C3PAO) and Level 3 (DIBCAC) requirements.
Is the suspension only for small businesses?
No. The class deviation that applies the suspension names no company size, so it covers every contractor, whatever its size. Some summaries say "small contractors"; the documents do not.
Can I still get a C3PAO assessment?
The suspension is about what contracts require. The Cyber AB said on 2026-07-15 that only the Phase 2 requirements were suspended and that C3PAO Level 2 certification assessments remain available. The class deviation is silent on voluntary assessments, so ask the C3PAO what it is booking now and what status it will enter in eMASS. What C3PAOs do today covers what such a status is worth against a self-assessment clause.
My contract already asks for Level 2 (C3PAO). Is that requirement gone?
Not until your contract is modified. The deviation tells contracting officers to remove CMMC requirements from existing contracts by modification before the next option period, or through the next scheduled administrative modification. Ask your contracting officer in writing when yours will come.
Do I still need a score in SPRS?
Yes, wherever a contract or bid carries DFARS 252.204-7019 or -7020: a current assessment, not more than 3 years old, with its summary score posted. Under the deviation, new contracts use 252.240-7997 in place of 7020 and a Level 1 or Level 2 (Self) status under 7021; contracts already awarded keep the clause versions they carry. The SPRS score calculator does the sum.
Should we move to NIST SP 800-171 Rev 3 now?
Not for DoD work. DoD binds Rev 2: Part 170 incorporates it and the deviated 7012 names "Revision 2". DoD's 2026 Regulatory Plan lists a Part 170 amendment (RIN 0790-AM01) that would set a transition to Rev 3; it had not been published as of 2026-10-23.
When will Phase 2 start?
No date has been published. The outcome of the CMMC Reform Task Force review is not confirmed as of 2026-10-23, and no later memo or deviation sets a new date. When one does, the status box at the top of this page changes the same week.
